■彼は知識ばかりでなく経験もある。
He has not only knowledge but also experience.

中学以来おなじみの構文。onlyの代わりに同じ「～だけ」の意味のjustやmerelyが使えるし、alsoが省略可能。
He has not just [merely] knowledge but experience.

さて、wellには「～しても仕方がない・～するのももっともだ・～してもよい」の意味がある。そこから、as wellで「同じくらい良い・妥当である」。これはtooに書き換えられる。
■彼には知識があるし、経験もある。
He has knowledge, and experience as well.
=He has knowledge, and experience, too.

前後を入れ替えてもかまわないわけだから、こうなる。
■彼が知識を持っているのに比べると、それと同じくらい経験を持っていると言っても良い。
He has experience as well ashe has knowledge.
