「It is＋時間 beforeＳ＋Ｖ」で「ＳがＶするのに時間がかかる」くらいの意味になります。未来のことでもＯＫです。

It will be a month before he gets well.
時や条件の副詞節の中では未来の内容でも現在形ですよ！さて、これが否定文になって、時間のところがlongになると「ＳがＶするのに長い時間はかからない」、「まもなくＳがＶする」の意味を表します。こんな具合です。
■間もなく彼は回復した。
It was not long before he got well.

注意すべきは、「Forest」にも書いてあるように、副詞の「まもなく」before longと混同しないことです。あ、before longはこう使います。
■間もなく彼は回復した。
Before long he got well.
