①前置詞と名詞は仲良しだけど離ればなれになる
■彼が話をしていた女の子は僕の妹です。
The girl [whom] he was talking to was my sister.
The girl to whom he was talking was my sister.
←He was taking to her.
前置詞とは「名詞の前に置く詞（ことば）」ですから、前置詞と名詞はとても仲が良いわけです。だから、普通は関係代名詞whomだけを飾りの文頭に出してやればよいのですが、せっかく仲が良いのでto whomをセットにして「ここから飾りが始まるよ！」の記号にします。これが「前置詞＋関係代名詞」です。でも、絶対にセットにして前に出す必要はありませんから、上の例文の様にwhomだけでもＯＫです。あ、一番下のは完全文化した飾りの文です。そして、関係代名詞thatを使ってto thatにはなりません。

②A of Bは絶対にセットになる
■彼女は猫に餌をやるために急いで家に帰った。なぜなら、その中の１匹が子供を産んだばかりったからだ。
She hurried home to feed the cats, one of which had just had kittens.
←because one of them had just had kittens.

さて、「前置詞＋関係代名詞」はセットにせずにバラしてもＯＫでしたが、A of Bも「前置詞＋名詞」ですが、それで１つの意味の塊（かたまり）なのでセット扱いになります。だからof whichだけを前に出すことはできません。そして、この例文は「コンマ＋関係代名詞」ですから、前のところでやったand、but、becauseでつないで先行詞を主語にして後半文を訳出しろ！のルールに従うことに注意してくださいね。
