頭の悪い子（大臣）に、かんぺー（カンニングペーパー・あんちょこ）を作ってあげる子（官僚）しかいない日本。頭のいい子が、言い訳を考えることにしかその頭を使ってないのは、めちゃヤバいね。この国、良くないよ。
