原発は必要である。

I agree with this opinion, but the Japanese government should decrease the number of nuclear power plants, because ways of power generation except nuclear power generation don’t supply stable electric power.  The Japanese government should promote the new policy.  The Japanese government promotes both renewable energy and nuclear power generation.  Nuclear power compensates for lack of energy generated by renewable energy.  By doing so, it is possible for the government to avoid the risk by nuclear power plant disasters and get stable electric power.  It’s necessary for us to think about the relationship of “risks and benefits,” an expression of economics.

今回は岩間君本人の答案です。いったん賛成しておいて、条件を付けるところなど、なかなかニクい演出です。さすが河合の現役トップクラス主席だけのことはあります。今回は「A except B」と「A except for B」の違いを勉強しましょう。

２つとも「B以外のA」の意味で、普通はほとんど区別なく使えます。こんな具合です。
⊿最後の問題以外はなんとか全部できた。
I managed to answer all the questions except [for] the last one.

A except BでもA except for BでもどっちでもＯＫな場合の特徴は、全体を表すallやnoなどが使われていることです。つまり「Ｂ以外のＡ全部」となっている時にはどっちでも使えます。逆に、全体を表すallやnoが付いていなければA except for Bしか使えません。こんな具合です。
⊿一カ所のスペルミス以外は君の作文はとても良かった。
Your composition was very good except for one spelling mistake.

あ、A except Bしか使えない場合もあります。こんな具合です。

見て分かるように、except forを使うと前置詞が２つ続いて、英語が汚くなってしまいます。

簡単に「except for＋名詞」「except＋名詞以外」と覚えてくれてかまいません。さて、岩間君の英語にはallやnoなどの全体を表す語がないので、A except for Bを使います。
