確かにこれは正しい英語です。theは既出か周知か直後に飾りがある場合だけなので、ここでは付けませんでした。問題文にはunder which以下の飾りがあるのでtheが必要になります。でも、この英語が成り立つからと言って③が正解にはなりません。関係詞の問題を解くときに大切なのは、飾りの文を完全文にして思い浮かべることでした。こんな具合です。
⊿状況はいつも、とても厳しい種類のものです。（言いたい文）
The conditions were usually of a most difficult kind.
⊿そのような素晴らしい作品がそんな状況のもとで生み出された。（飾りの文）
These fine works were created under the conditions.
→under which these fine works were created

言いたい文の主語the conditionを飾る文は、学学さんが考えたような英語にはなりませんよね。そして「そんな状況のもとで」なのでunderを使います。「そんな状況について」ならof the conditions（関連のof）、「そんな状況に対して」ならto the conditionsになります（指さすto）。「その状況を見ろ」ならばlook at the condition(一点のat)、「雲の状態で」ならin the condition of cloudsです(状況・状態のin)。

そして、次のような英語は誤りです。
