Children should begin learning a foreign language at an elementary school. Do you agree or disagree with this statement?

答案
I disagree with this statement.  First, children should learn a lot of things instead of learning a foreign language.  For example, it is said that many young Japanese cannot command Japanese correctly and do not know Japanese culture well.  I think we should not be people who communicate and trade with foreign countries while we are lacking our native language skills and culture.  Second, we can learn a foreign language by a lot of ways when we want to do.  For example, we can learn a foreign language from native teachers by Skype, which is one of the Internet services.  So even if children do not learn a foreign language at an elementary school, they can learn a foreign language according to their interest in their best way.

①commandの使い方
commandの原義は「上から見下ろす」です。そこから具体的な「眼下にAを見下ろす」という意味と、抽象的な「Aを展望する」という意味が出てきます。階級が上の指揮官が下の者に「命令する」とか、下の者を「指揮する」の意味もそこから想像が付きます。そして、今回鈴村君が使ったのは、指揮官が部下を自由に操るから派生した、「言語を自由に操る能力」というcommandです。

そして、ここがポイントなのですが、この意味のcommandは名詞でしか使いません。こんな具合です。
⊿彼女は英語がすごく上手だ。
She has a good command of English.

指揮官よろしく彼女が自由に英語を操る様が伝わってきますね。あ、この表現はBritish Englishで、アメリカ英語ではあまり使いません。そして、どちらも動詞として使うことはありません。辞書によってはこんな例文が載っている場合があります。

He can command four languages.（×）

これは、こうしないと正しい英語にはなりません。
He has a command of four languages.（○）
