これとは関係ないのですが長文の下線部和訳で
Clearly, there is a sense of dishonor attached to gossip among English males, an unwritten rule to the effect than, even if what one is doing is gossiping, it should be called something else.  
の訳なんですが
「明らかに、イギリスの男性の間では、噂話をすることにどこか不名誉であるといった意識があり、たとえ実際には、噂話をしていても、別の呼び方をすべきであるという不文律がある」  
と模範解答にはあったのですが、unwritten ruleの後のto the effect thanの訳はどうしたらいいですか？  あと不文律ではなく暗黙のルールとしたのですがそれは間違いですか？

先ず、「不文律」も「暗黙のルール」も同じ意味ですから、間違いではありません。次に、to the effect thanですが、これは森田君の見間違えではないですか？ A to the effect thatＳ＋Ｖで「ＳがＶするという内容のＡ」の意味になります。つまり、この英文はan unwritten rule to the effect that it should be called something elseにeven if what one is doing is gossipingが割り込んでいる文構造をしているわけです。問題文をもう１度良く見直してみてください。
